ARTICLE I. ELECTION OF OFFICERS: OFFICERS OF THE CLUB SHALL BE ELECTED BY A MAJORITY VOTE OF THE MEMBERS PRESENT AT A PROPERLY CONSTITUTED MEETING HELD ON THE THIRD TUESDAY IN NOVEMBER OF EACH YEAR. IF A QUORUM OF THE MEMBERSHIP IS NOT PRESENT AT THE MEETING, AN ELECTRONIC VOTE WILL BE CONDUCTIED. IF MEMBERS DO NOT RESPOND TO THE ELECTRONIC VOTE, IT WILL BE ASSUMED THAT THEIR INTENT IS TO SUPPORT THE MAJORITY VOTE. A CANDIDATE FOR OFFICE WILL BE ELECTED FROM AMONG THOSE NOMINATED FROM THE FLOOR OF THE MEETING AND FROM A LIST OF CANDIDATES DRAWN UP BY THE NOMINATING COMMITTEE APPOINTED BY THE PRESIDENT. A CANDIDATE FOR OFFICE MUST HAVE A MINIMUM OF ONE CALENDAR YEAR OF OPEN (OR SENIOR) MEMBER STATUS BEFORE BEING ALLOWED TO HOLD THE POSITION OF OFFICER OF THE CLUB.
ELECTED OFFICERS OF THE CLUB, PRESIDENT, VICE-PRESIDENT, SECRETARY, TREASURER AND SAFETY COORDINATOR, SHALL NOT BE REQUIRED TO PAY YEARLY MEMBERSHIP DUES, IN CONSIDERATION OF TIME AND EFFORT SPENT ADMINISTERING THE CLUB. OFFICERS THAT RESIGN BEFORE THEIR END OF TERM MAY BE REQUIRED TO PAY FULL MEMBERSHIP DUES AFTER REVIEW OF THE CIRCUMSTANCES BY THE CLUB OFFICERS. A SPECIAL ELECTION TO FILL A VACANCY IN OFFICE SHALL BE HELD AT THE NEXT PROPERLY CONSTITUTED MEETING FOLLOWING WRITTENAND/OR ELECTRONIC NOTIFICATION TO THE MEMBERSHIP THAT A VACANCY EXISTS. THE ELECTION OF OFFICERS WILL BE CONDUCTED BY A QUORUM VOTE AT THE NEXT REGULAR OR SPECIAL MEETING. IF A QUORUM OF THE MEMBERSHIP IS NOT PRESENT AT THE MEETING, AN ELECTRONIC VOTE WILL BE CONDUCTIED. IF MEMBERS DO NOT RESPOND TO THE ELECTRONIC VOTE, IT WILL BE ASSUMED THAT THE INTENT IS TO SUPPORT THE MAJORITY VOTE. ARTICLE II. SUCCESSION OF OFFICERS: THE NEWLY ELECTED EXECUTIVE BOARD WILL BEGIN SERVING THEIR TERMS ON JANUARY 1ST FOLLOWING THE ELECTION OR AT THE NEXT MEETING FOLLOWING A SPECIAL ELECTION.
ARTICLE III. DUTIES OF OFFICE: PRESIDENT: THE PRESIDENT SHALL PRESIDE AT ALL CLUB MEETINGS AND PERFORM SUCH DUTIES AS ORDINARILY PERTAIN TO THE OFFICE, INCLUDING BUT NOT LIMITED TO: APPOINTING COMMITTEES AS REQUIRED, CALLING SPECIAL MEETINGS OF THE CLUB AS THE PRESIDENT DEEMS NECESSARY, AND BE AN EX-OFFICER MEMBER OF ALL COMMITTEES. VICE-PRESIDENT: THE VICE-PRESIDENT SHALL ASSUME THE DUTIES AND POWERS OF THE PRESIDENT IN THE ABSENCE OF THE PRESIDENT AND PERFORM SUCH OTHER DUTIES AS ORDINARILY PERTAIN TO THE OFFICE. SECRETARY: THE SECRETARY SHALL KEEP A PERMANENT RECORD OF THE MINUTES OF THE MEETING, MAINTAIN THE MEMBERSHIP ROLLS, BE RESPONSIBLE FOR THE PREPARATION OF ALL CLUB CORRESPONDENCE AND NOTICES, AND MAINTAIN AN UP-TO-DATE COPY OF THE CONSTITUTION AND BY-LAWS OF THE CLUB AND PERFORM OTHER DUTIES AS ORDINARILY PERTAIN TO THE OFFICE. TREASURER: THE TREASURER SHALL HAVE CUSTODY OF ALL OF THE CLUB'S FUNDS AND PROPERTY, COLLECT FEES, DUES AND ASSESSMENTS, KEEP AN ACCURATE RECORD OF RECEIPTS AND DISBURSEMENTS OF FUNDS, DISBURSE FUNDS AS AUTHORIZED BY THE CLUB, MAINTAIN ACCOUNTABILITY FOR ALL CLUB PROPERTY AND PERFORM SUCH OTHER DUTIES AS ORDINARILY PERTAIN TO THE OFFICE. ARTICLE IV. DUES, FEES AND ASSESSMENTS: MEMBERSHIP DUES FOR OPEN MEMBERS SHALL BE $200.00 PER CALENDAR YEAR OF CONTINUOUS MEMBERSHIP, $165.00 FOR SENIOR MEMBERS, AND $0.00 (ZERO)FOR JUNIOR MEMBERS OF THE RAMS. FAMILY ASSOCIATES AND JUNIOR MEMBERS ARE NOT REQUIRED TO PAY DUES OR ASSESSMENTS WHILE RESIDING IN THE HOME OF AN OPEN OR SENIOR MEMBER. NEW MEMBERS JOINING THE CLUB WILL PAY THE DISCOUNTED AMOUNT OF THE ANNUAL DUES OWING FOR A BALANCE OF THE DUES YEAR THE TREASURER MAY MAKE SPECIAL ARRANGEMENTS FOR INSTALLMENT PAYMENTS IN THE CASE OF FINANCIAL HARDSHIP. BY VOTE OF THE CLUB MEMBERSHIP, INCENTIVES IN THE FORM OF DUES REDUCTIONS FOR EARLY AND/OR TIMELY PAYMENT OF ANNUAL MEMBERSHIP DUES, MAY BE PROVIDED. ARTICLE V. MEMBERSHIP: MEMBERSHIP IN THE CLUB IS LIMITED TO PERSONS WHO POSSESS AN IDENTITY OR PURPOSE CHARACTERIZED BY THE CLUB'S PURPOSE AND
WHO AGREE TO ABIDE BY THE CLUB'S CONSTITUTION AND BY-LAWS AND SUBSCRIBE TO THE REQUIREMENTS OF ARTICLE IV OF THE CONSTITUTION. OPEN MEMBER: AN OPEN MEMBER IN THE CLUB IS LIMITED TO PERSONS AT LEAST NINETEEN YEARS OF AGE WHO SUBSCRIBE TO THE REQUIREMENTS OF ARTICLE IV OF THE CONSTITUTION. JUNIOR MEMBER: A JUNIOR MEMBER IN THE CLUB IS OPEN TO ALL PERSONS WHO HAVE NOT REACHED NINETEEN YEARS OF AGE. THE JUNIOR MEMBER WILL ENJOY ALL THE PRIVILEGES OF AN OPEN MEMBER EXCEPT THAT A JUNIOR MEMBER MAY NOT HOLD OFFICE IN THE CLUB. A JUNIOR MEMBER WILL SUBSCRIBE TO THE REQUIREMENTS OF ARTICLE IV OF THE CONSTITUTION. JUNIOR MEMBERS UNDER THE AGE OF 16 MUST BE ACCOMPANIED BY A RESPONSIBLE ADULT AT THE FLYING FIELD. SENIOR MEMBER: A SENIOR MEMBER IN THE CLUB IS LIMITED TO PERSONS AT LEAST SIXTY-FIVE YEARS OF AGE. THE SENIOR MEMBER WILL ENJOY ALL THE PRIVILEGES OF AN OPEN MEMBER. THE SENIOR MEMBER WILL SUBSCRIBE TO THE REQUIREMENTS OF ARTICLE IV OF THE CONSTITUTION. FAMILY ASSOCIATE: A FAMILY ASSOCIATE STATUS IS OPEN TO ALL PERSONS RESIDING IN THE HOUSEHOLD OF AN OPEN, OR A SENIOR MEMBER OF THE RAMS. THE FAMILY ASSOCIATE WILL ENJOY ALL THE PRIVILEGES OF A MEMBER EXCEPT THAT A FAMILY ASSOCIATE MAY NOT HOLD OFFICE IN THE CLUB. A FAMILY ASSOCIATE WILL SUBSCRIBE TO THE REQUIREMENTS OF ARTICLE IV OF THE CONSTITUTION. ARTICLE VI. AFFILIATION: THIS CLUB WILL MAINTAIN AN AFFILIATION WITH THE ACADEMY OF MODEL AERONAUTICS FOR THE BENEFIT OF THE MEMBERSHIP AND GENERAL FURTHERANCE OF THE PURPOSES OF THE CLUB. EACH CLUB MEMBER AND ASSOCIATE SHALL MAINTAIN AN ACTIVE MEMBERSHIP IN THE ACADEMY OF MODEL AERONAUTICS. ARTICLE VII. MEETINGS: THE CLUB SHALL REGULARLY HOLD A MEETING ON THE THIRD TUESDAY OF EACH MONTH OF THE YEAR. WHEN SUCH MEETING DATE COINCIDES WITH A NATIONAL HOLIDAY, THE MEETING IS CANCELLED. THE MEETING PLACE SHALL BE DESIGNATED BY THE PRESIDENT BY WRITTEN AND/OR ELECTRONIC NOTIFICATION TO THE MEMBERSHIP. MEETINGS WILL BE CALLED TO ORDER AT 7:00PM OF THE MEETING DAY. ADDITIONAL
MEETINGS MAY BE CALLED BY THE PRESIDENT UPON NOTIFICATION TO THE MEMBERSHIP. ARTICLE VIII. EXPENDITURE AUTHORIZATION: EXPENSES INCLUDED IN THE ANNUAL BUDGET ARE CONSIDERED APPROVED WITH THE ADOPTION OF THE ANNUAL BUDGET BY A QUORUM AT A DULY CONSTITUTED MEETING. IF A QUORUM OF THE MEMBERSHIP IS NOT PRESENT AT THE MEETING, AN ELECTRONIC VOTE WILL BE CONDUCTIED. IF MEMBERS DO NOT RESPOND TO THE ELECTRONIC VOTE, IT WILL BE ASSUMED THAT THE INTENT IS TO SUPPORT THE MAJORITY VOTE. SUCH EXPENDITURES, ONCE ADOPTED CAN BE EXECUTED BY THE TREASURER WHEN BUSINESS REQUIRES. PURCHASES GREATER THAN $500.00 AND DEEMED NOT OF AN EMERGENCY NATURE MUST BE PRESENTED TO THE CLUB VIA EMAIL PRIOR TO A DULY CONSTITUTED MEETING FOR A FINAL VOTE, BY A QUORUM OF THOSE IN ATTENDANCE AT THE NEXT CLUB MEETING. ANY PURCHASES NOT INCLUDED IN THE ANNUAL BUDGET GREATER THAN $100, AND NOT MORE THAN $500.00 MAY BE SPENT WITHOUT MEMBERSHIP APPROVAL IF DEEMED NECESSARY BY A MAJORITY OF THE EXECUTIVE BOARD. MONIES SO DISBURSED MUST BE EXPLAINED AT THE NEXT CLUB MEETING. IN CASES OF EMERGENCIES, EXPENDITURES OF UP TO $750.00 MAY BE MADE WITHOUT MEMBERSHIP APPROVAL IF DEEMED NECESSARY BY TWO OR MORE OF THE ELECTED OFFICERS. ANY EMERGENCY MONIES SO DISBURSED MUST BE EXPLAINED AT THE NEXT CLUB MEETING. ARTICLE IX. CLUB COMMUNICATIONS: THE CLUB WILL DISSEMINATE PERTINENT INFORMATION TO THE MEMBERSHIP AND OTHER APPROPRIATE INDIVIDUALS AND ORGANIZATIONS. THIS SHALL BE IN THE FORM OF TIMELY EMAIL COMMUNICATIONS OR OTHER APPROPRIATE METHOD OF DISSEMINATION. THIS WILL INCLUDE BUT IS NOT LIMITED TO (A) THE MINUTES OF REGULAR AND SPECIAL MEETINGS, (B) BUSINESS PENDING BEFORE THE CLUB, (C) OTHER ITEMS OF GENERAL INTEREST TO THE MEMBERSHIP PERTAINING TO THE PURPOSE OF THE CLUB. THE EDITOR(S) MAY PUBLISH AND DISTRIBUTE COMMUNICATIONS BY WHATEVER MEANS IS DEEMED APPROPRIATE. THE FUNDING FOR COMMUNICATIONS SHALL BE APPROVED BY VOTE OF THE CLUB MEMBERSHIP, OR AS A BUDGET EXPENSE PURSUANT TO ARTICLE VIII OF THE BY-LAWS. ARTICLE X. AMENDMENTS: THE BY-LAWS MAY BE AMENDED BY A QUORUM AT A PROPERLY CONSTITUTED MEETING. A DULY AUTHORIZED MOTION TO AMEND THE BY-LAWS IS AUTOMATICALLY TABLED, AFTER DISCUSSION, UNTIL AFTER WRITTEN NOTIFICATION TO THE MEMBERS. THE MEETING AFTER ITS INTRODUCTION AND WRITTEN NOTIFICATION, A CALL TO VOTE ON THE QUESTION WILL BE IN ORDER. IF A QUORUM OF THE MEMBERSHIP IS NOT
PRESENT AT THE MEETING, AN ELECTRONIC VOTE WILL BE CONDUCTIED. IF MEMBERS DO NOT RESPOND TO THE ELECTRONIC VOTE, IT WILL BE ASSUMED THAT THE INTENT IS TO SUPPORT THE MAJORITY VOTE. ARTICLE XI. ENGINE NOISE LIMITS: NOISE CONTROL DECIBEL LIMIT WILL BE 96 DECIBELS AT 3 METERS. TEST MEASUREMENT WILL BE PER AMA REGULATIONS. ARTICLE XII. VOTING: VOTING SHALL BE ACCOMPLISHED BY, BUT NOT LIMITED TO:(A) IN PERSON AT A DULY CONSTITUTED MEETING.(B) BY ELECTRONIC MEANS, EMAIL, ABSENTEE BALLOT ON THE WEBSITE, FAX. ARTICLE XIII. QUORUM: A QUORUM SHALL BE CONSIDERED VOTES FROM ANY MEANS WHERE A MINIMUM 20 MEMBERS ARE FULLY REPRESENTED. ARTICLE XIII. RESOLUTION OF GRIEVANCES AND DISCIPLINARY ACTIONS: ALTHOUGH MOST COMPLAINTS CAN BE HANDLED INFORMALLY, UNRESOLVED COMPLAINTS SHALL BE REFERRED IN WRITING TO THE EXECUTIVE BOARD.THE EXECUTIVE BOARD, ALONG WITH THE SAFETY COORDINATOR, SHALL USE THEIR JUDGEMENT IN CARRYING OUT ACTION ON GRIEVANCES WITHIN THE FOLLOWING GUIDELINES: FIRST VIOLATION: CONSIDER VIEWPOINTS OF COMPLAINANTS(S) AND ACCUSED. VERBALLY REPRIMAND IF NECESSARY. NAME OF ACCUSED UNDISCLOSED. SECOND VIOLATION: NAME OF ACCUSED DISCLOSED(OPTIONAL).CONSIDER ORAL OR WRITTEN REBUTTAL BY ACCUSED. POSSIBLE SUSPENSION OF FLYING PRIVILEGES FOR UP TO THIRTY (30) DAYS. CONSTITUTION ARTICLE I. NAME: THE NAME OF THE CLUB SHALL BE RADIO AERO MODELERS OF SEATTLE AND SHALL BE REFERENCED HEREIN AS THE "CLUB". THE ACRONYM "RAMS" SHALL BE USED INTERCHANGEABLY WITH THE CLUB NAME AND SHALL STAND FOR THE CLUB NAME.
ARTICLE II. PURPOSE: THE PURPOSE OF THE CLUB SHALL BE TO FOSTER THE ASSOCIATION AND FELLOWSHIP AMONGST PERSONS SHARING THE COMMON INTEREST ON RADIO CONTROLLED MODEL FLIGHT AND TO ENGAGE IN SOCIAL, RECREATIONAL, AND OTHER SIMILAR ACTIVITIES RELATED TO THAT COMMON INTEREST NOT INCONSISTENT WITH SECTION 501(C)(7) OF THE INTERNAL REVENUE CODE OF 1954.
ARTICLE III. NON-PROFIT: THE CLUB IS ONE WHICH DOES NOT CONTEMPLATE PECUNIARY GAIN OR PROFIT TO THE MEMBERS THEREOF AND NO PART OF THE NET EARNINGS OF THE CLUB SHALL INURE TO THE BENEFIT OF ANY PERSON HAVING PERSONAL AND PRIVATE INTEREST IN THE ACTIVITIES OF THE CLUB.
ARTICLE IV. MEMBERSHIP: MEMBERSHIP IN THE CLUB IS LIMITED TO PERSONS WHO POSSESS AN IDENTITY OR PURPOSE CHARACTERIZED BY THE CLUB'S PURPOSE AND WHOAGREE TO ABIDE BY THE CLUB'S CONSTITUTION AND BY-LAWS.
ARTICLE V. MEETINGS: PROPERLY CONSTITUTED MEETINGS WILL BE HELD AS SPECIFIED IN THE BY-LAWS, BUT AT LEAST ONCE IN EACH MONTH FOR ELEVEN MONTHS OF THE YEAR, FOR THE PURPOSE OF CONDUCTING THE BUSINESS OF THE CLUB.
ARTICLE VI. FINANCIAL SUPPORT: THE CLUB WILL BE SUPPORTED SOLELY BY THE MEMBERSHIP FEES, DUES, ASSESSMENTS, OR OTHER REVENUE RAISED FROM MEMBERS THROUGH THE USE OF THE CLUB FACILITIES, IF ANY, OR IN CONNECTION WITH CLUB ACTIVITIES. ON OCCASION, REVENUE MAY BE ACCEPTED FROM NON-MEMBERS WHO SHARE THE COMMON INTEREST IN RADIO CONTROLLED MODELING WHERE SUCH PARTICIPATION IS INCIDENTAL TO THE GENERAL CLUB PURPOSE.
ARTICLE VII. OFFICERS: THE OFFICERS OF THIS CLUB SHALL BE A DULY ELECTED PRESIDENT, VICE-PRESIDENT, SECRETARY, TREASURER, and safety coordinator, ALSO REFERRED TO AS THE EXECUTIVE BOARD. THE OFFICES OF SECRETARY AND TREASURER MAY BE HELD BY ONE PERSON. THE OFFICERS SHALL DISCHARGE ALL RESPONSIBILITIES OF THE CLUB AS SPECIFIED IN THE BY-LAWS.
ARTICLE VIII. ADDRESS: THE BUSINESS ADDRESS OF THE CLUB SHALL BE THE RESIDENCE ADDRESS OF THE CLUB SECRETARY, THE CLUB PRESIDENT, OR OTHER ADDRESS AS AGREED UPON BY THE EXECUTIVE BOARD.
ARTICLE IX. DEDICATION OF ASSETS: THE ASSETS OF THE CLUB ARE PERMANENTLY DEDICATED TO EXEMPT PURPOSES. UPON DISSOLUTION OF THE CLUB, THE ASSETS OF THE CLUB MUST BE DISTRIBUTED FOR AN EXEMPT PURPOSE DEFINED IN SECTION 501(C) OF THE INTERNAL REVENUE CODE OF 1954 OR TO A LOCAL GOVERNMENT IN THE STATE OF WASHINGTON FOR A PUBLIC PURPOSE. NO CLUB ASSET WILL BE SO DISTRIBUTED TO A MEMBER OR A PRIVATE INDIVIDUAL.
ARTICLE X. AMENDMENTS: THE CONSTITUTION MAY BE AMENDED AFTER 30 DAYS, BY A QUORUM VOTE, AS ESTABLISHED IN THE BY-LAWS, AT A DULY CONSTITUTED MEETING, AFTER NOTIFICATION TO THE MEMBERSHIP OF THE PROPOSED CHANGE. THE SAME AMENDMENT PROPOSAL MAY NOT BE SUBMITTED MORE THAN ONCE PER CALENDAR QUARTER OR MORE THAN TWO TIMES IN ANY CALENDAR YEAR.
ARTICLE XI. BY-LAWS: THE CLUB SHALL ADOPT BY-LAWS, CONSISTENT WITH THE CONSTITUTION, EMBODYING ADDITIONAL PROVISIONS FOR THE GOVERNMENT AND OPERATION UNTITLED

DEVELOPED TO ENSURE SAFETY AND AVOID LOSS OF AMA INSURANCE COVERAGE IN THE EVENT OF AN ACCIDENT, THE RULES ALSO REMIND US TO HAVE SOME BASIC COMMON SENSE AS WE ENJOY THE SPORT OF FLYING RADIO CONTROLLED MODELS. ALCOHOLIC BEVERAGES OR ILLEGAL DRUGS NOT ALLOWED .no model aircraft may be operated by a person under the influence of alcohol or any drug which may adversely affect the ability to safely control the model. SMOKING ALLOWED ONLY WEST OF THE FLIGHT TABLES. MEMBER’S PETS MAY NOT BE ALLOWED TO RUN FREELY ON THE PROPERTY. THEY MUST BE UNDER CONTROL OF A MEMBER AT ALL TIMES.
AMA MEMBERSHIP IS MANDATORY FOR ALL PILOTS EXCEPT THOSE FLYING AS THE STUDENT (“SLAVE”) ON A “BUDDY/TRAINER” TWO TRANSMITTER SYSTEM WITH A RAMS MEMBER IN CONTROL (MASTER).
YOU MUST BE A CURRENT RAMS MEMBER OR MEMBER(WHO IA AN AMA MEMBER)- SPONSORED GUEST to FLY SOLO. NO ONE SHALL BE CONSIDERED A GUEST FLYER MORE THAT THREE TOTAL TIMES, UNLESS AT SCHEDULEd EVENTS,
AIRCRAFT AS REGARDS THese RULES INCLUDES ALL AIRCRAFT FLOWN AT THIS FIELD, FIXED OR ROTARY WING, HELICOPTER, QUAD-COPTER, ETC.

MUFFLERS ARE REQUIRED ON ALL ENGINES. NOISE LEVELS WILL BE PER AMA REGS.

ALL FLYING WILL BE DONE EAST OF THE FLIGHT LINE DEFINED by the western edge of the runway. this flying includes takeoffs, landings ANd practice/missed approaches. intention to fly in any of these ways must be made known to all other pilots flying.
all low level aerobatics, hovering (including “propellor hanging”), and high speed passes must flown only east of the deadline. the deadline is defined as a line and its extensions congruent with the long dimension center line of the runway. before entering the runway (for, e.g., hand launching or model retrieval) your intention must be made known to all others then flying and they must have acknowledged your intention.
